AMENDMENT TO THE DOCUMENT ON ICREMENTAL CAPACITY BETWEEN GREECE AND ITALY

With reference to the document submitted to public consultation from 19.10.2017 to 18.12.2017, concerning the request for the provision of Incremental Capacity between Greece and Italy, DESFA and SNAM Rete Gas inform that the term for the subscription of the contractual commitment, foreseen in article E, is postponed from the 28th of February 2018 to the 31st of March 2018.

TRANSMISSION SYSTEM OPERATORS OF ITALY AND GREECE CONDUCT A PUBLIC CONSULTATION ON THE DRAFT PROJECT PROPOSALS TO PROVIDE INCREMENTAL CAPACITY FOR GAS TRANSMISSION BETWEEN GREECE AND ITALY

In accordance with the requirements of Regulation (EU) 2017/459, establishing a network code on capacity allocation mechanisms in gas transmission systems and

  • following the publication, on 27 July 2017, of a Joint Demand Assessment Report which concluded that an incremental capacity project would be initiated for the potential interconnection between Greece and Italy
  • in compliance with the provisions of Article 27.3 of the Regulation

Snam Rete Gas S.p.a. and DESFA S.A. have jointly prepared a document to conduct a public consultation on the draft project proposals to provide incremental capacity for gas transmission between Greece and Italy.

All interested parties are invited to send their comments by 18.12.2017.

TRANSMISSION SYSTEM OPERATORS OF BULGARIA AND GREECE PUBLISH THEIR FIRST JOINT DEMAND ASSESSMENT REPORT (DAR) OF INCREMENTAL CAPACITY BETWEEN BULGARIA AND GREECE

In accordance with the requirements of the new Regulation (EU) 2017/459, establishing a network code on capacity allocation mechanisms in gas transmission systems, Bulgartransgaz and DESFA prepared their first joint Demand Assessment Report (DAR) of incremental capacity on the border of the neighbouring entry-exit gas transmission systems between Bulgaria and Greece.

The joint DAR was prepared in line with the ENTSOG Template and is available here

Pursuant to Chapter V of the Regulation each odd-numbered year as of the entering into force of the Regulation, TSOs shall initiate their process of assessing the demand for incremental capacity (incremental process). The process consists of several phases starting with demand assessment for incremental capacity and ending with projects implementation in case the economic test is successful. The demand assessment for incremental capacity consists of two stages – network users submit their non-binding demand indications (within 8 weeks) and TSOs prepare joint DARs (also within 8 weeks).

NON-BINDING DEMAND ASSESSMENT INDICATIONS FOR INCREMENTAL CAPACITY AT INTERCONNECTION POINTS

Dear partners,

The new Regulation (EU) 2017/459 establishing a network code on capacity allocation mechanisms in gas transmission systems entered into force on 6 April 2017. With reference to the fifth Chapter of the Regulation, DESFA launches the process of assessing market demand for incremental capacity at interconnection points that may result to the construction of incremental capacity projects, in case of a successful economic test, as provided for by the Regulation.

The process shall take place every odd-numbered year, starting in 2017. The first two phases are:

  • the submission by the users of their non-binding demand indications over a period of 8 weeks,
  • the preparation, by the TSOs, of joint Demand Assessment Reports (DARs) within the same term of 8 weeks.

For this reason DESFA informs its current and potential users on the opportunity to submit their non-binding demand indications for incremental capacity at the interconnection point “Kulata/Sidirokastron” with Bulgaria. Such information should be submitted within eight weeks as of the entry into force of Regulation (ЕU) 2017/459 – by 1 June 2017 including, filling in the standard form here attached, and sending it by e-mail to the address desfa@desfa.gr with copies to j.florentin@desfa.gr and v.gouriotou@desfa.gr.

Network users can also submit their non-binding demand indications after that deadline, and in this case TSOs may decide whether to include them in the current DARs or use them for the next assessment in 2019.
